The Staff and Curriculum Development Network of New York State (SCDN) has served as an instructional leadership entity for District Superintendents since 1986. SCDN represents the thirty-seven Boards of Cooperative Educational Services (BOCES) and the Big 5 Cities in New York State, working to enhance school district capacity to achieve the New York State Standards for all students.

10. Continuous Improvement Collaborative: Data Wise Book Study Series

Examine the Data Wise improvement process through a collaborative book study focused on building a shared understanding of data-informed continuous improvement. Participants will explore the eight-step Data Wise process, engage in meaningful discussions around key concepts, and reflect on how collaborative inquiry and evidence can support decision-making across educational settings. Materials will be sent to participants on August 31, 2026. The course will launch on September 24, 2026 and close on December 17, 2026.

11. Continuous Improvement Collaborative: System Wise Book Study Series - Continuous Instructional Improvement at Scale

System Wise explores how educational organizations can create the conditions for continuous instructional improvement across classrooms, schools, districts, and support agencies. Building on the principles of the Data Wise process, the authors examine how collaborative structures, data literacy, evidence-based inquiry, and intentional action planning can strengthen improvement to "bring coherence and symmetry to learning across their community of learners." Through four facilitated discussions, participants will explore how the System Wise framework can inform their work supporting schools and districts, helping them build capacity, facilitate improvement processes, and align services that contribute to meaningful outcomes for students.

Participants will:

Develop an understanding of the System Wise continuous improvement framework and its application across educational systems.
Reflect on how the ideas in System Wise connect to their own roles in assessment, accountability, professional learning, instructional support, school improvement, and related services.
Identify practical ways to leverage their influence and expertise to support sustainable improvement efforts across multiple schools and districts.

The Staff and Curriculum Development Network (SCDN) hosts a comprehensive 1 1/2 day meeting four times a year, bringing together representatives from each BOCES and the Big 5 school districts in New York State. These extended sessions are designed to foster professional learning, provide networking, and deep collaboration, for SCDN members to learn with and from one another. A main emphasis is on aligning with and supporting the initiatives of the New York State Education Department. The agenda often features keynote presentations, interactive workshops, breakout sessions, and panel discussions, all crafted to align with SCDN's mission of strengthening district capacities to meet New York State Standards. A significant portion of the meeting is dedicated to engaging with New York State Education Department colleagues, ensuring participants are informed about standard and assessment updates, policy/regulation/legislative updates, and to collaborate on statewide educational initiatives. Through these interactions, attendees are equipped to implement state-aligned strategies and drive continuous improvement in their districts.

Together, members will deepen their understanding of the neuroscience of behavior and strengthen their implementation of restorative practices, social-emotional learning (SEL), mental health literacy, and Tier 1 MTSS supports that foster positive school climate, student belonging, and academic success. The collaborative will also maintain a strong partnership with NYSED Student Support Services by aligning its work with state priorities, sharing practitioner expertise, and contributing to the development and implementation of resources that support equitable, culturally responsive, and sustainable practices across New York schools.

15. OBEWL Collaborative: A Professional Learning Series Science of Reading for Multilingual Learners Toolkit - Session 3

Session #3 A three-part, in-person professional learning series hosted at Capital Region BOCES and led by Socorro G. Herrera, Ed.D. In support of the New York State Education Department's P-20 Literacy Initiative and in alignment with the Office of Bilingual Education and World Languages (OBEWL), this series is designed to strengthen literacy instruction for New York's growing population of multilingual learners. Participants will engage in a deeper exploration of the six briefs that comprise the Science of Reading for Multilingual Learners Toolkit and will collaborate with colleagues to plan turnkey professional learning sessions for implementation in their regions. Dr. Herrera will also host virtual office hours in between in person sessions to support participants as they develop and refine their turnkey plans. NOTE: Breakfast and lunch are provided on day 1. 19. Early Learning Collaborative: Session #1 - Supporting Multilingual Learners in PK-3

Audience: Individuals responsible for promoting professional learning for the targeted grade range of PK-3.

Participants will explore evidence-based practices for supporting emergent multilingual learners (EMLs) in PreK-3 settings using resources from the NYSED Office of Early Learning. Through reflection and collaboration, participants will examine current practices, identify opportunities to strengthen support for multilingual learners, and leave with resources and strategies that can be shared and implemented within their own schools and districts.

20. OBEWL Collaborative: ALDs/WIDA Turnkey Training

Join Dr. Kristen C. Wilcox, Ph.D. for an interactive workshop exploring findings from the latest NYKids study of positive outlier schools. Participants will examine research on schools that achieve strong outcomes despite challenges, hear educators' firsthand experiences and innovative practices through case studies, recordings, and/or live testimony, and engage in discussions that connect these lessons to their own schools and districts.
