15. Title III Consortium Workshop- January 8, 2026

Join us for our upcoming Title III Consortium Network, a collaborative gathering designed to support educators and staff working with multilingual learners. The session will open with a warm welcome and introductions, giving participants an opportunity to connect with colleagues from across the region. We are pleased to feature Bob Measel, who will share timely updates from the Pennsylvania Department of Education. His presentation will highlight key changes, guidance, and statewide efforts impacting English learner education. The meeting will also include a New Teacher Orientation, offering an overview of consortium roles, responsibilities, and supports available to those new to serving English learners. This session will benefit new and experienced ESL teachers and administrators. Participants will then engage in 2 hands-on Module Building Sessions. During our first session participants will develop a resource focused on creating welcoming school environments. This work emphasizes the important role played by bus drivers, cafeteria staff, custodians, coaches, and other school personnel in fostering belonging and connection for EL students. Our second session will assist with planning for Parent and Family Engagement activities, focused on practical tools, outreach activities, and strategies designed to strengthen relationships and communication with multilingual families.

17. ESL 1: Introduction to Teaching English as a Second Language

This course is the basic introduction to ESL Program Specialist Certification. It will include five domains of teaching English learners:culture, language, planning instruction, assessment, and professionalism. Emphasis is placed on the Teachers of English to Speakers of Other Languages (TESOL) teaching standards and English Language Development Standards. Teachers will examine research-based practices in relation to the five domains and identify their role as an English as a Second Language (ESL) teacher.
This course will examine the theories, principals, and practices that assist English learners in achieving academic proficiency in the content area. Planning standards-based instruction and adapting instruction in the content area is emphasized. Teachers will be able to demonstrate knowledge of their ELs and the role of individual characteristics in the process and outcome of language learning. Drawing upon this knowledge performance-based measures to assess ELs discrete and integrated ability to use grammar, vocabulary, listening, speaking, reading, and writing to communicate.

19. ESL 4: Language Acquisition and Development

This course will explore the process second language undergo to be able to learn a new language. In this course, participants will be exposed to these processes. They will learn and conduct research on the structure and nature of language with a view to assisting their students to adjust to the challenges of learning a new language. They will also learn the theories of second language acquisition, styles and strategies in language learning as well as the socio-cultural and cross-linguistic influences of language learning. Through a solid knowledge base of applied linguistics, ESL teachers will be able to identify linguistic challenges for students of diverse native language backgrounds and determine the most effective instructional strategies for individualized teaching.

20. ESL 5: Assessment and Support

This course will allow teachers gain exposure to the tool necessary to be able to access English learners appropriately and in a timely way. The course will offer knowledge on benchmarks for different proficiency levels. Assessing English learners can be a challenge to not only teachers but also the students themselves. As ESL students in K-12 are taught English, proper instruments need to be in place to access student progress. Tools should be appropriate, and take into account the proficiency level of the learner.
This course is geared toward equipping ESL teachers with the necessary tools to give ESL students the support they need while they undergo the challenges of transition. Issues that may arise concerning the support of students in the classroom, school, and the community will be addressed. Become a policy advocate for the profession and their students, ESL teachers must be able to take full advantage of professional resources and relationships at local, regional, and national levels.
Literacy is a right; not a privileged. All students who enter our schools need to have equity and access to strong foundational literacy skills to they can unlock the magic of reading and contribute to our future society. This course is designed to amplify practices in phonological/phonemic awareness, phonics, vocabulary, and comprehension while taking student needs in account when planning.

Participants will learn how to establish and facilitate educational support groups for children in grades kindergarten through twelve in a school setting. Why would schools consider Educational Support Groups? Students listen to other students. Groups are an effective and fun way to teach social and emotional skills to students. Educational support groups are different than therapy groups. As schools begin to implement Tier 2 supports for students K-12, agency and school personnel will receive training to prepare them to effectively facilitate educational skill-development groups in schools. 30. Structured Literacy Leadership: What Administrators Need to Know!

The purpose of this course is to ensure that leaders deepen their understanding of the Act 55, Chapter 49 legislative requirements regarding the Science of Reading and Structured Literacy and that they are better prepared to lead and support their staff in increasing reading achievement for all students, particularly diverse learners. This training will outline and review leading research in literacy, identify big ideas in reading instruction, and assist education leaders to analyze their core reading program and make determinations about instructional gaps in their current literacy program. In addition, leaders will be able to understand the importance and be able to evaluate how teachers and systems leverage efficient instructional practices including explicit instruction to improve outcomes for students within a Structured Literacy Framework. Finally, the training will help school leaders understand Structured Literacy within an MTSS framework, through assessment and instruction, in response to students' needs and increasing support for students with below grade level skills. 31. Computational Thinking and the PA STEELS Standards

Computational Thinking (CT) is a problem-solving process that enables students to think, learn and create to solve problems. CT enables students to think logically about how to organize data and breakdown the steps to solving a problem, transfer their thinking processes to a wider variety of problems, analyze key components of complex problems and generate a list of steps used to solve a problem. Open to K-12 educators, administrators, academic coaches, STEM coordinators and curriculum coordinators, this day will give participants a clear idea of how approaches to teaching and learning science, technology and engineering and environmental literacy and sustainability are shifting, as well as develop an appreciation for the shifts in thinking it will bring to the classroom. Plastic Panic This half day of professional development centers around our STEM Lending Library Plastic Panic learning kit. Model the journey water takes at a Wastewater Treatment Plant (WWTP) through a series of hands-on steps around a tabletop model. Learn about our microplastic pollution problem, and discover what happens to the pollutants as they enter and pass through a WWTP. This grab and go kit contains everything you need to complete a 10 lesson unit. Come learn with us then borrow the kit to use with your students! A Day with the Big Map Join us as we unfold the fun! The NEPA Elit Hub recently purchased large format maps to lend in our STEM Lending Library. These maps are 27 by 35 feet! During this half day of professional development, participants will get to unfold and walk on the big map and discuss ways in which we can engage students in different levels and subject areas. 59. LETRS (Language Essentials for Teachers of Reading and Spelling) Volume 2 - 4 Cohorts

LETRS is a full-year professional learning course for instructors of reading, spelling, and related language skills. It provides educators with in-depth knowledge and tools that they can use with any reading program. This dynamic blended learning experience includes the following components: -LETRS Online Learning Platform -LETRS Print Manual -Bridge to Practice Activities -LETRS Facilitator-Led Sessions -Unit 5: March 3, 2026 -Unit 6: April 23, 2026 -Unit 7: May 5, 2026 -Unit 8: May 15, 2026 During the LETRS course of study, participants will watch videos of expert teaching, complete activities to reinforce concepts, and have opportunities to apply learning to the classroom in Bridge to Practice activities. LETRS professional learning is accredited by the International Dyslexia Association and aligns with their Knowledge and Practice Standards for Teachers of Reading. The program follows a Structured Literacy approach, and provides educators with Science of Reading pedagogy, depth of knowledge, and tools to teach language and literacy skills to every student.

Join us as we navigate three topics that can help support Health and Physical Education Professionals in PA. The first topic will share the process of the new academic standards for Health and Physical Education. We will provide an oversight of the process. Review the format and content that will be included in the new Academic Standards. The second topic will introduce a new focus on teaching Health K-12. Skills-Based Health allows students to become lifelong learners through practicing the 7 Health Literacy Skills. Teachers will practice using local and state data to improve the delivery of health education. The third topic will address the new executive order on the Presidential Fitness Testing. Prepare to engage in a discussion that will focus on providing lifelong fitness education to all students. Teachers will provide examples of how fitness concepts can be taught to support growth in physical fitness amongst all students. Teachers will leave with activities and action steps to promote more fitness concepts in their physical education curriculum.

Drawing upon this knowledge performance-based measures to assess ELs discrete and integrated ability to use grammar, vocabulary, listening, speaking, reading, and writing to communicate.
