PR/HYLI offers a remarkable opportunity for Hispanic students in NYS, providing a FREE 30-hour leadership program. By participating, students gain invaluable networking experiences, develop their public speaking skills, and enhance their critical thinking abilities necessary to engage in parliamentary procedure and bill debates.

The session will be conducted via Zoom, allowing convenient and accessible participation. During the session, we will provide an overview of what PR/HYLI is and the main experiences it offers. We will also review district representative roles and responsibilities and the student application process.

The Multilingual Literacy SIFE Screener (MLS) is a diagnostic tool used during intake with students who are newcomers with a primary language of literacy other than English. The MLS evaluates students' abilities in reading comprehension and math in their home language. It can be accessed for free by all schools in New York State and is available in 19 languages. This introductory webinar provides an overview of the tests, a walkthrough of the website interface, and time for questions and answers. This session is 75 minutes.

Join us for the Hudson Valley Learning Exchange Visits, where districts across the region will come together to learn from each other's programs and approaches. Each visit focuses on a specific topic, offering opportunities for both visiting and hosting districts to share ideas, ask questions, and exchange valuable feedback. These visits are designed to foster collaboration and inspire new insights that can enhance programs across the Hudson Valley.

North Rockland CSD will host a collaborative day of shared learning, observation, and reflection designed to highlight district practices and provide valuable feedback from visiting colleagues. We will begin together at the NRCSD Central Office with an overview of our Dual Language program's journey as we enter Year 5, highlighting key initiatives such as NR's Bilingual Village, the Young Scholars Seal of Biliteracy Program, and our district's MTSS framework for English Language Learners. Next, participants will break into smaller groups to visit Dual Language K-3 classrooms across West Haverstraw Elementary, Thiells Elementary, and Stony Point Elementary to observe instructional practices in action and engage directly with educators. Finally, we will reconvene at the NRCSD Central Office for a facilitated debrief to share observations, exchange ideas, and reflect on key takeaways together.

English Language Learners with disabilities are entitled to the protections, programs, and services required under both New York State Commissioner's Regulations Part 154 and Part 200. This workshop examines how the two regulations intersect across ELL identification, special education evaluation, IEP development, and service delivery. Participants will review the role of the Language Proficiency Team, the requirements and rationale for bilingual evaluation, and the responsibilities of school teams when both regulatory frameworks apply.

The session will also address developing IEPs that reflect students' strengths, language proficiency, family and cultural considerations, instructional needs, services, and testing accommodations. Particular attention will be given to the January 2024 Joint NYSED Memorandum and the continued provision of required bilingual education and ENL services for ELLs with disabilities. Participants will review the role of the Language Proficiency Team, the requirements and rationale for bilingual evaluation, and the responsibilities of school teams when both regulatory frameworks apply.

The session will also address developing IEPs that reflect students' strengths, language proficiency, family and cultural considerations, instructional needs, services, and testing accommodations. Particular attention will be given to the January 2024 Joint NYSED Memorandum and the continued provision of required bilingual education and ENL services for ELLs with disabilities. MTSS and pre-referral considerations will be acknowledged only as they relate to regulatory responsibilities, referral procedures, and documentation.

Behaviors that may raise concern about a disability can also reflect second-language acquisition, cultural and linguistic diversity, access to appropriate educational opportunities, or other factors that influence learning and performance.

This workshop explores a culturally and linguistically responsive approach to examining student concerns before referral, with attention to language development, instructional access, learning environments, assessment practices, intervention efforts, and legal requirements.

Participants and members of MTSS teams will consider how concerns identified through classroom data and student performance may warrant targeted Tier 2 supports and additional problem-solving before referral.
