4. Year 1: Developing High Functioning MTSS Teams

Dutchess BOCES is providing year long support to build New MTSS teams or expand existing ones for District or Building Teams. MTSS is a systemic, evidence-based, continuous improvement framework that utilizes a comprehensive continuum of evidence-based practices to support needs: academic behavioral, social- emotional, student physical and mental health. Data-based instructional decision-making is informed through regular observation such that all learners are supported and have equitable access to a rigorous, high quality education from P-12.

Teams will build a common knowledge and vocabulary around MTSS-i and its tiers, and have time to discuss and design an initial MTSS-i plan outlining the building/district expectations for implementation of each level.

During this three-part series, participants will gain valuable information, strategies, and materials to assist with writing quality transition-focused IEPs. In addition, participants will receive helpful resources to prepare them for the State Performance Plan Indicator 13 review. Participants will have the opportunity to review their district's practices for writing the transition components in the IEP. These components include; transition assessments, present levels of performance, transition needs, course of study and coordinated set of activities.

The goals of this training are to:
*Identify key components of high-quality transition IEPs and understand the transition planning process
*Identify the components needed to develop and write measurable postsecondary goals
*Understand the relationship between transition needs and the development of annual goals to support the student toward achieving the postsecondary goals
*Identify key concepts of coordinated set of activities
*Ensure student participation in the development of a transition IEP and parent involvement in the transition planning process
*Directly apply and implement concepts into practice

Participants are asked to bring an IEP (of a student age 15+) to the training to reflect on their district's transition practices throughout the presentation.

7. SLS: A Dynamic Duo: ENL Teachers & School Librarians

Program: School Library System

Dates: 10/29/2025 to 5/27/2026

This professional learning workshop series is a collaboration between Ulster BOCES, Sullivan BOCES, and Dutchess BOCES School Library Systems, and the Hudson Valley Regional Bilingual Education Network (HV RBERN). It is designed to promote teamwork between ENL Teachers and School Librarians from the same school or district. School Librarians and ENL Teachers should register to attend together as a team for all sessions.

Participants will collaborate to develop an event or initiative for ELLs that includes literacy components and recognition of student achievements. Participants will be provided with strategies and support to develop a strong foundation for a successful partnership.

Session 1

Newcomers to the series: (October 29th, Full Day, 9am-2pm, In Person)

The morning session will include introductory presentations and activities designed to give participants a better understanding of each other's roles, as well as strategies to develop a successful partnership. The afternoon session will include highlights of recent Dynamic Duo events, a discussion of funding and family engagement resources, and prep time to begin collaborative work.

Returning partnerships: (October 29th, Half-Day, 12pm-2pm, In Person)

An afternoon working session will include highlights of past participants' work, discussion of funding and family engagement resources, and prep time to begin collaborative work.

Session 2 (January 28th, Full Day, 9am-2pm, In Person)

Working session for all teams to continue developing their plans. Participants will engage in a feedback activity and receive support from SLS and RBERN staff.

Session 3 (May 27th, Full Day, 9am-2pm, In Person)

Participants will review and share their experiences and discuss ideas for continues collaboration with their partners.

Participants should bring a device to access workshop materials.

9. Student Innovation Fellowship 25-26

Program: Educational Resources

Audience: Advisors participating in the Student Innovation Fellowship 25-26

Dates: 12/9/2025 to 4/24/2026

The Student Innovation Fellowship is a cohort experience in which student fellows select a problem of practice within their communities related to Civic Engagement, Equity, Social Justice, Innovation, Sustainability, or Climate Education. Students will work in teams impacted by a selected challenge and design, test, and present solutions to the challenge. This five-session learning experience takes students through the design thinking protocol providing them with a wonderful opportunity to create positive change in their communities, develop their leadership skills, and equip them with a valuable set of transferable skills.

Students will work in teams of up to six students with a cost per team of $2400.

Teachers who work as advisors for teams of student fellows will engage in professional learning around the design thinking process and have hands-on experience guiding students through the fellowship experience.

The first session is a virtual advisor on-boarding session only for advisors. The second session is a virtual student on-boarding session for all student groups. The following five sessions are all full day experiences at Dutchess BOCES.

12. Pre-Referral Considerations for ELLs

Program: Educational Resources

Audience: All District and Building Administrators, General, Content, and Special Education Classroom Teachers, Teaching Assistants/Aides, Counselors, and Related Service Providers who support ELLs in Grades Pre-K-12.

When an English Language Learner (ELL) struggles academically, educators must identify the factors affecting their learning. Behaviors that may resemble signs of a disability need careful examination to rule out factors unrelated to the student's inherent abilities. Distinguishing between stages of language acquisition, cultural and linguistic diversity, learning gaps, and disabilities is complex and challenging. A multidisciplinary approach is necessary to examine and address external or systemic influences before making a referral.

Key topics: Participants will delve into critical considerations for a student at risk of referral to special education and make equitable and informed decisions. The session will cover legal requirements, characteristics of second language acquisition, clinical markers of disabilities, cultural dynamics, social-emotional resilience, optimal learning environments, effective interventions, and comprehensive assessment practices.

13. A Tale of Two Regulations: Special Education and Part 154

This workshop provides educators with a foundational understanding of the intersection of special education and English Language Learner (ELL) services within the context of New York State's Commissioners' Regulations Part 154 and Part 200. Understand Legal Requirements: Gain insights into relevant laws and regulations, the ELL Identification: Policies, procedures, and best practices.

Explore considerations for providing effective delivery of services through general and special education programs. Leverage Student Strengths and Identify Student Needs: Accommodations to provide access and build on students' existing skills. 16. C.A.I.T Meeting

The Curriculum, Assessment, and Instructional Technology (C.A.I.T.) Council meets monthly to discuss district technology planning and implementation in order to support curriculum and instructional practices to improve student learning. C.A.I.T members, including Directors of Technology, Technology Integration Specialists, and/or participants designated to attend by district leadership, discuss staff development initiatives including best practices and uses of instructional technology. The council will explore successful initiatives from a variety of sources in order to work together to best assess the effectiveness of technology on teaching and learning within our county, districts and schools.

17. SLS Advisory Council Meeting

Audience: SLS Advisory Council

The Dutchess BOCES School Library System Advisory Council meets quarterly to recommend policy, review the annual budget, and perform long-range and short-range planning, including overseeing the development of the system's Plan of Service. Participants work to approve the annual system budget and report. School librarians, public librarians, and a Southeastern NY Library Resources Council representative serve on the advisory board.

18. State Performance Plan (SPP) Indicator 13: Secondary Transition - Key Concepts of the Compliance Review

Audience: The CSE Chairperson for secondary students is required to attend. Special education administrators, special education teachers, and related service providers are also welcome to complete this training

The purpose of this training is to review key concepts of the SPP Indicator 13 compliance review to ensure districts are developing individualized education programs (IEPs) for students (aged 15 and over) that meet SPP Indicator 13 compliance requirements. Districts are required to complete this training the school year prior to undergoing this review.

During this one-hour virtual training, participants will:
Identify, understand, and apply key components of State Performance Plan (SPP) Indicator 13.

20. ENL Teachers: Integrated Materials Development Roundtable

23. Incorporating Literacy & Play into PreK

24. Reading Fluency: Establishing the Foundations for Reading Success (VIRTUAL)

The Specially Designed Instruction for Administrators professional development training package is the fifth in a suite of trainings on the development and use of specially designed instruction (SDI) for students with disabilities. This training is intended to further develop an administrator's knowledge of SDI and how SDI should be designed and developed based on individual student need to address their learning obstacles. The content is most beneficial for building administrators and new special education administrators; however, all administrators are welcome.
This is a one session online course offered synchronously. The session will be 3 hours from 9:00 a.m.-12:00 p.m. The date is: Wednesday, January 21, 2026.
A Zoom Meeting link will be emailed to registrants prior to the session.
Participants will:


• Define and describe specially designed instruction.


• Recognize how to differentiate SDI from general education.


• Identify what SDI looks like in the classroom setting.

In addition, participants will receive helpful resources to prepare them for the State Performance Plan Indicator 13 review. Whether you and your colleagues are new to teaching the lessons of the Holocaust or you want to expand your current offerings that align with NYS-mandated instruction in citizenship, civic education, and the Holocaust, this session will explain 3GNY's free WEDU (We Educate) program. 3GNY is an educational non-profit that brings together "3G”s - third-generation descendants of Holocaust survivors - to educate diverse communities about the perils of intolerance.

Eileen Angelini, Upstate Regional Coordinator, will present in person and a WEDU speaker, will present in person or via Zoom. Studies have repeatedly shown that Holocaust education not only increases students' historical knowledge, but also develops their empathy, acceptance of diverse viewpoints, and willingness to challenge intolerant behavior in others. Survivor testimony enhances the positive outcomes of Holocaust education. As the population of Holocaust survivors declines, 3GNY speakers take on the responsibility of keeping their stories and personal testimonies alive.

Chronic absenteeism is never caused by one factor - and it cannot be solved by one strategy. This session introduces a clear, actionable framework for diagnosing root causes across four domains: Aversions, Barriers, Disengagement, and Misconceptions. Participants will examine real data patterns, practice mapping root causes to aligned interventions, and design Tier 1, Tier 2, and Tier 3 strategies that connect attendance improvement to MTSS, restorative practices, and family partnership structures.
