This course is designed to give the participants an understanding of the theories of how language is acquired. A key focus of this training is building confidence and clarity around Augmentative and Alternative Communication (AAC). Many professionals and teams express uncertainty about when to introduce AAC, how to implement it effectively, and whether it may hinder verbal speech. This training will directly address those concerns by emphasizing that AAC supports, enhances, and often increases verbal communication, rather than replacing it. Participants will leave with a stronger understanding of how to seamlessly embed AAC into daily routines and how to empower classroom teams to use AAC consistently and meaningfully. The K-3 Reading Apprenticeship Model is a unique professional development model that supports primary reading teachers with the knowledge, skills, best practices and on-site support in teaching all students to be skilled readers and writers. Pennsylvania's transition community has a long-standing legacy of supporting youth and young adults in successfully navigating the transition from school to adult life. Since 1990, Pennsylvania's Local Transition Coordinating Councils (LTCCs) have played a critical role in fostering collaboration, alignment, and shared responsibility among stakeholders. For the 2026-2027 school year, the Transition Coordinating Council of Allegheny County (TCCAC) will host four full-day, in-person meetings. These sessions are intentionally designed to provide dedicated time for high-quality professional learning, cross-agency networking, strategic coordination, and the development of practical tools and resources. Each meeting will engage transition coordinators, educators, administrators, families, and agency partners in meaningful learning experiences focused on strengthening collaboration, enhancing problem-solving, and improving coordinated supports for transition-age youth with disabilities. Mature Positive Behavior Interventions and Supports (PBIS) systems maintain a level of district involvement and oversight. This includes the formation of a district-level PBIS team that supports district-wide implementation and acts as a conduit for family and community engagement. At the center of this team is a district coach who guides meetings and keeps systems functioning. This training will provide PBIS district coaches with the tools and resources needed to successfully lead a district team. 25. ACT 48 Workshop: Gatekeeping America: Immigration Policy & the Limits of Refuge

This workshop traces the arc of discriminatory U.S. immigration policy from 19th-century nativist "Know-Nothing” hostility toward Irish immigrants, through the exclusion of Chinese laborers and restrictive quotas that barred Jews fleeing Nazi persecution. Participants will examine pivotal moments, including policies under Woodrow Wilson, Japanese-American incarceration, the MS St. Louis incident, and the Evian Conference, alongside key United States Supreme Court rulings that upheld exclusion. The session also explores shifts brought by reforms under Lyndon B. Johnson and debates during the era of Ronald Reagan. Through close analysis of primary sources, educators will engage the enduring tensions between national identity, humanitarian responsibility, and democratic ideals.

Effective behavior support requires more than responding after a problem occurs. It requires understanding why behavior happens and intentionally designing conditions that promote student success. Teachers will learn to create environments that support learners' diverse needs in order to prevent or reduce the likelihood of interfering behaviors occurring. Using a functional lens, teachers will identify patterns related to stressors, unmet needs, and skill deficits that contribute to behavior. Schema-based instruction is a problem-solving strategy that emphasizes identifying the underlying structure or schema to create a visual representation of the important information in order to be able to solve the problem. Additive schemas are problem-solving structures that involve combining, comparing, or separating quantities using addition and subtraction. Common types include Part-Part-Total, Compare, and Change situations, each emphasizing how quantities are related through an additive relationship. Multiplicative schemas are problem-solving structures that involve relationships between quantities using multiplication or division. 66. ONLINE Act 48 PD Series: Laying the Foundation K-2: Comprehension, Close Reading, and Complex Text 2026-27

Transitioning students to the demands of the PA Core Standards is not a job just for teachers in the tested grades! This four-module series will support teachers in the primary grades in aligning their instructional practices to the PA Core. This three-day training series is designed to build school-based capacity for conducting Functional Behavior Assessments (FBAs) and developing Positive Behavior Support Plans (PBSPs). Participants will engage in all components of the FBA and PBSP process, including data collection, hypothesis development, function-based intervention design, crisis planning, and implementation fidelity. Because each session builds upon previous content, participants are expected to attend all in-person training days. Optional follow-up Zoom sessions will be offered after each training day for participants seeking access to Training of Trainers (TOT) materials. These sessions will provide opportunities to review content, ask questions, and prepare to facilitate learning within their own schools and districts.
